Nicholas County House District 36 (eastern Nicholas county and all of Webster county) elects one member. Joe Talbott earned an F from Life Gauge. In 2005 and 2006, as the chairman of the Constitutional Revision committee, he single-handedly killed resolutions that would stop the state funding of abortion, and that would end the use of the state constitution to justify abortion as a constitutional right. In 2006 he voted against a motion to dispense with committee reference, effectively killing a parental notification bill. In 2005, on the floor, he voted for two harmful amendments to an Unborn Victims bill (SB 146), then voted against the bill itself. He voted against Separate Offense legislation in 2004 (SB 566), and voted against Informed Consent legislation in 2003. He is a Democrat.
