House District 43 (almost all of Marion county, and the southern tip of Monongalia county) elects three members.

Linda Longstreth earned an F from Life Gauge.  In 2006 she voted against a motion to dispense with committee reference, effectively killing a parental notification bill.  In 2005 she voted against separate offense legislation (SB 146, roll call 125) on the floor, after voting for a harmful amendment to the bill.  She is a Democrat.  Due to her voting record, Life Gauge does not recommend that constituents contact her.

Mike Caputo earned an F from Life Gauge.  In 2006 he voted against a motion to dispense with committee reference, effectively killing a parental notification bill.  In 2005 he introduced two harmful amendments to separate offense legislation (SB 146), then voted against the bill on the floor.  In 2004 he voted against separate offense legislation twice, and voted in favor of two harmful amendments to it.  He voted for a harmful amendment to Informed Consent legislation in the Judiciary committee in 2003.  He is a Democrat.  Due to his voting record, Life Gauge does not recommend that constituents contact him.

Tim Manchin earned an F from Life Gauge.  In 2006 he voted against a motion to dispense with committee reference, effectively killing a parental notification bill.  In 2005 he voted for two harmful amendments to a separate offense bill (SB 146).  In 2004 he voted for two harmful amendments to separate offense legislation (SB 566).  Due to his voting record, Life Gauge does not recommend that constituents contact him.


House District 41 (all of Harrison and a little of Marion) elects four members.

Tim Miley earned an A from Life Gauge.  He introduced two Life Gauge bills in 2006 and 2007.  In 2006 he incurred the anger of his party's leadership by courageously voting to bring a parental notification bill directly to the floor.  In 2007 he was not willing to introduce a motion on the floor to discharge the Constitutional Revision committee in reference to HJR 18, which would remove the right to abortion and to abortion funding from the WV Constitution. .  He is a Democrat.  Please contact him at 23 Valley View Dr, Bridgeport WV 26338, or 624-1100 (W).  Thank him for cooperating with Life Gauge.

Sam Cann earned an F from Life Gauge.  In 2006 he voted against a motion to dispense with committee reference, effectively killing a parental notification bill.  He is a Democrat.  Due to his voting record, Life Gauge does not recommend that constituents contact him.

Ron Fragale earned an F from Life Gauge.  In 2006 he voted against a motion to dispense with committee reference, effectively killing a parental notification bill.  He is a Democrat.  Due to his voting record, Life Gauge does not recommend that constituents contact him.

Richard Iaquinta earned an F from Life Gauge.  In 2006 he voted against a motion to dispense with committee reference, effectively killing a parental notification bill.  As a candidate in 2002 he signed a statement saying he would introduce Life Gauge bills.  Since he was elected, he has never introduced a Life Gauge bill.  He is a Democrat.  Due to his voting record Life Gauge does not recommend that constituents contact him.


District 42 (the eastern tips of Marion and Monongalia counties, and all of Taylor county) elects one delegate.

Senate District 13 (eastern Marion county and central Monongalia county) elects two members.

Roman Prezioso earned an F from Life Gauge.  As chairman of the Health Committee, in 2005 he single-handedly killed fifteen bills that would protect babies in West Virginia.

SB 1 --- Prohibiting cloning of humans and embryos.
SB 23 --- Govt health insurance program for unborn children.
SB 75 --- No person not a licensed WV physician shall perform an abortion.
SB 82 --- Consent from parent before performing abortion on minor.
SB 87 --- Requiring statistics on abortions.
SB 88 --- Prohibiting use of body of unborn baby for experimentation.
SB 98 --- Allowing pharmacists to refuse to dispense abortifacients.
SB 172 --- Creating Abortion Procedure Rights of Conscience Act.
SB 249 ---  Relating to preserving life when fetus aborted alive.
SB 349 --- Not take minor across state line > abortion.
SB 468 --- No hospital shall be required to provide abortion services.
SB 472 --- No state-funded health clinic shall refer patients to abortion clinics.
SB 508 --- No human cloning in state colleges or universities.
SB 509 --- Mother granted opportunity to see ultrasound image of fetus.
SB 673 --- Establishing Health Care Rights of Conscience Act.

In 2004 he killed eleven bills that affect unborn babies.

SB 683 requires that efforts be made to save any baby who is still alive after an abortion.  SB 185 makes it illegal to kill an unborn child because of the child's gender.  SB 184 makes it illegal for clinics to perform late abortions, requiring that they be performed in hospitals.  SB 48 requires parental consent for minors' abortions.  SB 521 forbids unlicensed doctors from performing abortions.  SB 78 outlaws experimentation on the bodies of unborn babies.  SB 628 makes it illegal for health clinics to refer patients to abortion clinics.  SB 107 requires that statistics be kept about WV abortions, and that the numbers be made available to the public.  SB 427 makes unborn babies eligible for CHIP health insurance.  SB 646 allows hospitals to refuse to perform abortions.  SB 220 allows pharmacists to refuse to dispense abortifacients.  Sen Prezioso killed them all, single-handedly, in his Health committee.  In 2003 he killed nine of these same bills.

Senate District 2 (western Marion and Monongalia counties, and all of Marshall, Wetzel, Tyler, Doddridge, Ritchie and Calhoun counties) elects two members.

Jeffrey Kessler earned an F from Life Gauge.  As the chairman of the Judiciary Committee, in 2007 he killed SJR 9, a constitutional amendment that would remove the right to abortion, and the right to abortion funding, from the WV Constitution.

In 2006 he killed SJR 13, a constitutional amendment that would remove the right to abortion from the West Virginia constitution.

In 2004 he killed five measures that would affect unborn babies in West Virginia.  The most important were two Constitutional Amendments.  One was the amendment mentioned above (SJR 2).  The other Constitutional Amendment (SJR 9) would end the state's funding of abortion, currently justified by the same court ruling .

Mr. Kessler also killed SB 426 (prohibit cloning) and SB 2 (prohibit the transporting of minors across state lines to procure an abortion).  And Mr. Kessler killed SB 658, that allows medical workers to refuse to be involved in any abortion-related activity.

In 2003 Mr. Kessler killed 4 of the same bills  ---  SB 514 (cloning), SB 526 (transport minors), SJR 14 ( Constitution not grant abortion rights) and  SJR 13 ( Constitution not justify the state paying for abortions).

Mr Kessler has never introduced a Life Gauge bill.

In 2005 the Senate leadership began to assign almost all of Life Gauge's bills to the Health committee, instead of to Mr. Kessler's Judiciary committee.  

In 2007, SJR 9 must have escaped their attention.  Of 12 bills introduced, it was the only one assigned to the Judiciary committee.  In 2006, the same thing happened to SJR 13.  It was the only one of twenty Life Gauge bills to be assigned to the Judiciary committee.

The request for protective bills to be routed to a different committee must have come from Mr. Kessler himself, who was uncomfortable with Life Gauge's ad in his hometown newspaper in the fall of 2004.  No one else would have a reason to ask that the bills not come to the Judiciary committee.
