Life Gauge bill Idea # 20.  Two identifications.

"Every facility which performs any abortion shall require two forms of identification from the person on whom an abortion shall be performed.  At least one form of identification shall bear a photograph of the person seeking the abortion.  The terms of this section shall not apply if the abortion is performed in any situation in which the life of the person seeking the abortion is in imminent danger.  Failure to comply with the terms of this section shall result in a fine of not less than five-hundred dollars for each offense.  A second offense within a period of three years shall result in the closing of the facility in which the abortions were performed for not less than three years.  Nothing in this section shall be construed or interpreted to endorse, allow, permit, or approve of any abortion."

A BILL to amend the code of West Virginia, 1931, as amended, by adding thereto a new section, designated §16-2B-5, relating to requiring that any person seeking an abortion provide two forms of identification, one of which must be a valid governmental form of identification.
Be it enacted by the Legislature of West Virginia:
That the code of West Virginia, 1931, as amended, be amended by adding thereto a new section, designated §16-2B-5,
to read as follows:
ARTICLE 2B. FAMILY PLANNING AND CHILD SPACING.
§16-2B-5. Identification required from persons seeking abortion.
(a) Notwithstanding any provision of law to the contrary, any person seeking an abortion in this State shall provide at least two forms of identification, one of which must be a valid governmental form of identification.
(b) Nothing in this section shall be construed or interpreted to endorse, allow, permit, or approve of any abortion.

NOTE: The purpose of this bill is to require that women who seek an abortion must provide two forms of identification, one of which must be a valid governmental form of identification.
