House District 38 (all of Lewis county and the southern tip of Upshur county) elects one member.

Peggy Smith earned an F from Life Gauge.  On February 24, 2010 she voted against a motion to discharge a committee, effectively killing a Constitutional Amendment that would stop state funding of abortions, and that would allow us to stop abortion when Roe v Wade is overturned.  She is a Democrat.

The trajectory of Ms. Smith's rise to power is determined by the Speaker of the House, who uses this authority to convince delegates to vote as he wishes them to vote.  West Virginia's unborn babies will receive no justice in such a political system.  To expose injustice, make it expose itself.  Make the politicians vote.  Make the motion.
