House District 36 House District 36 (eastern Nicholas county and all of Webster county) elects one member. Joe Talbott earned an F from Life Gauge. On February 24, 2010 he voted against a motion to discharge a committee, effectively killing a Constitutional Amendment that would stop state funding of abortions, and that would allow us to stop abortion when Roe v Wade is overturned. In 2006 he voted against a motion to dispense with committee reference, effectively killing a parental notification bill. In 2005, on the floor, he voted for two harmful amendments to an Unborn Victims bill (SB 146), then voted against the bill itself. He voted against Separate Offense legislation in 2004 (SB 566), and voted against Informed Consent legislation in 2003. In 2005 and 2006, as the chairman of the Constitutional Revision committee, he single-handedly killed resolutions that would stop the state funding of abortion, and that would end the use of the state constitution to justify abortion as a constitutional right. He is a Democrat. The trajectory of Mr. Talbott's rise to power is determined by the Speaker of the House, who uses his authority to convince delegates to vote as he wishes them to vote. West Virginia's unborn babies will receive no justice in such a political system. To expose injustice, make it expose itself. Make the politicians vote. Make the motion.
