House District 27 House District 27 (Raleigh County and part of Summers County) elects five House members. John David O'Neal earned a C from Life Gauge. He was not willing in 2011 to introduce a motion to force a floor vote to overturn the WV Supreme Court's Panepinto decision, which mandates abortion rights and abortion funding in West Virginia.
