House District 15 House District 15 (northern and eastern Cabell county, and the northern corner of Lincoln county) elects three members. Carol Miller earned a D from Life Gauge. Beginning in 2007, every year she refuses to introduce a motion to force a floor vote to overturn the WV Supreme Court's Panepinto decision, which mandates abortion rights and abortion funding in West Virginia.
