House District 15 


House District 15 (northern and eastern Cabell county, and the northern corner of Lincoln county) elects three members.

Carol Miller earned a D from Life Gauge.  Beginning in 2007, every year she refuses to introduce a motion to force a floor vote to overturn the WV Supreme Court's Panepinto decision, which mandates abortion rights and abortion funding in West Virginia.  A Republican, she first served in the 2007 legislature.  To print a letter to Ms. Miller, click here.

Kevin Craig earned an F from Life Gauge.  In 2006 he voted against a motion to dispense with committee reference, effectively killing a parental notification bill.  In 2002 he voted against a motion in the Judiciary Committee to stop all damaging amendments to a good bill.  In 2010 he was absent for a vote on a motion to discharge a committee in reference to a Constitutional Amendment that would stop state funding of abortions, and that would allow us to stop abortion when Roe v Wade is overturned.  He is a Democrat.

Jim Morgan earned an F from Life Gauge.  On February 24, 2010 he voted against a motion to discharge a committee, effectively killing a Constitutional Amendment that would stop state funding of abortions, and that would allow us to stop abortion when Roe v Wade is overturned.  In 2006 he voted against a motion to dispense with committee reference, effectively killing a parental notification bill.   He voted against Separate Offense legislation in 2005 (SB 146) and voted against it in 2004 (SB 566 -- twice on the floor, and for two harmful amendments).  He voted against the Informed Consent bill in 2002, and voted for a harmful amendment to Informed Consent legislation in the Judiciary committee in 2003.  He is a Democrat.
