House District 12 House District 12 (most of Jackson county) elects one member. Mitch Carmichael earned a B from Life Gauge. He introduced Life Gauge bills in 2009 and 2010. He is not willing to introduce a motion to force a floor vote to overturn the WV Supreme Court's Panepinto decision, which mandates abortion rights and abortion funding in West Virginia.
