The penalty for failure to comply with the Informed Consent bill (passed by the legislature and signed by the Governor in 2003) shall be a misdemeanor punishable by a fine that is triple the amount of the abortion for which Informed Consent was not provided. A second offense shall result in the permanent closing of the facility in which said abortion is performed.

Nothing in this section shall be construed or interpreted to condone, permit, allow or endorse any abortion.
