Facilities which provide abortions shall keep all outside areas, grounds, and adjacent buildings free of rubbish, grass and weeds that may serve as a fire hazard or as a haven for insects, rodents and other pests.

Violation of the terms of this section shall result in an immediate closing of the facility in question for a period of at least one month, and a fine of not less than $500.

Nothing in this section shall be construed or interpreted to condone, permit, allow or endorse any abortion.
