The Health Department shall license, regulate, and perform weekly inspections of every facility in which three or more abortions are performed in a calendar year.

Cases in which a hospital performs an abortion to save the life of a person who is in imminent danger shall not be considered, in determining what facilities fall within the scope of this statute.

Nothing in this section shall be construed or interpreted to condone, permit, allow or endorse any abortion.
