Any entity, organization, business or individual that performs abortions or that assists or contributes to the performing of any abortion shall receive no subsidy or financial assistance or any kind of assistance from the state of WV or from any of its counties or from any of its municipalities, except those payments that are necessary to meet the minimum requirements of the law.

Nothing in this section shall be construed or interpreted to condone, permit, allow or endorse any abortion.
